The UAE Gender Balance Council and the Human Development Report Office of the United Nations Development Programme announced the release of a pioneering publication that connects global human development metrics to the UAE’s domestic policy actions on gender balance, according to a statement from the Government of Dubai Media Office. The case study represents the first effort of its kind to explicitly map Human Development Report indicators onto specific national reforms, providing a framework that other countries could adapt. This collaboration underscores how data from the annual reports has informed initiatives spanning women’s leadership representation, economic participation and legal equality over more than a decade.

A Government of Dubai Media Office statement described the publication as an analytical tool that demonstrates the practical application of UNDP metrics in shaping UAE strategies. It highlights reforms introduced since the council’s establishment in 2015, including measures on equal pay and workplace protections that have contributed to measurable gains in global rankings. The joint work aligns with the council’s broader mandate to integrate evidence-based approaches into policy development across federal and private sectors.

UNDP Human Development Report data has long tracked the UAE’s performance through the Gender Inequality Index, which assesses gaps in reproductive health, empowerment and labor force participation. The new case study builds on this by detailing how such indicators have directly influenced legislative changes and national programs, according to the announcement. Previous UNDP assessments placed the UAE 18th globally in the index for 2020, reflecting an eight-position improvement from the prior year that the council attributed to targeted reforms.

The World Economic Forum’s Global Gender Gap Report 2026 recorded the UAE at 70.2 percent parity overall, positioning it among the stronger performers in the MENA region with notable advances in education and health dimensions. This latest publication with the UNDP office incorporates such benchmarks to evaluate the impact of policies under the existing gender balance framework. It arrives as the council conducts further analysis to support the forthcoming national Gender Balance Strategy for 2027-2031.

In June 2026, the UAE Gender Balance Council convened a national dialogue with more than 100 representatives from government and private entities to gather input for the next strategy phase, a separate Government of Dubai Media Office release showed. The new case study is positioned to contribute data-driven insights to that process, focusing on areas such as skills development, shared family responsibilities and technology-enabled inclusion. Council officials have emphasized the role of international partnerships in refining these priorities.

Established by a cabinet decision, the UAE Gender Balance Council operates as a federal body coordinating across ministries to monitor progress against both local and global standards. The partnership with the UNDP Human Development Report Office extends this coordination by producing a reference document that links composite indices to concrete policy outcomes. This initiative forms part of the UAE’s wider engagement with multilateral organizations to benchmark and accelerate sustainable development objectives.
