GV Development chairman Sherif Hammouda explained that the city will connect Upper Egypt with economic centers along the Nile Delta. The General Authority for Investment and Free Zones statement indicated the project will unfold over seven phases and create 750,000 jobs when complete. Three contractors have already started preparatory work on the site including Hills Construction El Shennawy Group and Abu Arida for Sons Contracting.
The approval aligns with Egypt’s strategy to accelerate industrial and investment zone development under the 2017 investment law. An EnterpriseAM report from October 2026 found that 12 of the 21 decreed investment zones are now operating including the Mit Ghamr and Benha industrial zones while nine others remain under construction. Such zones provide developers with expedited administrative processes and access to tax incentives.
Central Bank of Egypt figures show that non-resident property purchases which contribute to foreign direct investment inflows rose to a net USD 2.8 billion in fiscal year 2025/26. The increase came from USD 1.9 billion recorded in the previous fiscal year. Net foreign direct investment overall reached USD 18 billion during the period including USD 3.5 billion linked to the Alam El Roum agreement.
A separate Suez Canal Economic Zone assessment placed contracted investments in that zone at USD 7.26 billion across 117 projects during fiscal year 2025/26. Those projects cover 8.7 million square meters and are projected to generate around 73,500 direct jobs once operational. The zone has secured commitments for 412 projects valued at approximately USD 16.4 billion over the past four years according to the assessment.
The Industrial Development Authority moved to expand access for smaller investors by offering 400 ready-to-operate industrial units in October 2026. The authority’s announcement covered 11 complexes across 10 governorates with unit sizes ranging from 48 to 960 square meters available for ownership or rental depending on the location.
