Veteran Executive Ciarán Carruthers Appointed CEO of UAE Gaming Regulator

The United Arab Emirates’ General Commercial Gaming Regulatory Authority appointed Ciarán Carruthers as its chief executive officer with immediate effect, Focus Gaming News reported on June 9, 2026. Carruthers takes over from interim chief Jim Murren, who had been filling the role since the departure of the regulator’s first CEO, Kevin Mullally, late last year. The move comes as the UAE prepares for the opening of its inaugural casino at Wynn Al Marjan Island in Ras Al Khaimah scheduled for 2027.

Carruthers brings almost four decades of experience in the gaming and luxury resort industries to the position. He most recently served as chief executive of Crown Resorts in Australia until December 2024, where he directed anti-money laundering and responsible gambling reforms following a major inquiry. Prior to that, Carruthers held senior executive roles with leading Macau casino operators including Galaxy Entertainment Group, Las Vegas Sands and Wynn Macau.

The General Commercial Gaming Regulatory Authority was created in 2023 as the sole federal body responsible for licensing and supervising all commercial gaming in the UAE, a Focus Gaming News review of the authority’s policy paper showed. Since then the regulator has issued licenses for land-based facilities to Wynn, online gaming to Play971 in November 2025 and overseen the UAE Lottery launch. These developments mark the country’s shift toward a regulated commercial gaming framework.

In a related reform, the UAE removed gambling-related provisions from its civil code effective June 1, 2026, under the new Civil Transactions Law, according to an earlier Focus Gaming News article. The change transfers oversight of such activities to the specialized framework administered by the GCGRA. Legal analysts have noted this reflects the government’s move to dedicated gaming regulation.

Jim Murren, the authority’s chairman, welcomed the appointment. He stated, “Ciarán brings exactly the calibre of leadership this role demands. His track record of building trust with governments, regulators, and industry partners across multiple jurisdictions is exceptional. The future of gaming regulation in the UAE is in exceptional hands. Welcome, Ciarán.” Murren had been serving as interim CEO since November 2025.

The appointment positions the GCGRA to advance its mandate as the UAE’s gaming sector expands. Carruthers’ international expertise is seen as key to maintaining high standards in regulation, licensing and stakeholder engagement. Operations are expected to continue building on milestones achieved since the regulator’s inception.
