The Public Authority for Manpower has introduced the “Report Me” service through the Sahel application to enable citizens and residents to submit reports on labor violations electronically, according to an announcement from the authority. PAM Public Relations and Media Supervisor Nadia Al-Hamad stated that the platform was activated to coincide with the World Day Against Trafficking in Persons and to expand community involvement in monitoring the labor market. She noted that reports help address practices that could harm Kuwait’s reputation while supporting enforcement of regulations under the Private Sector Labor Law. Al-Hamad added that whistleblower identities remain strictly confidential throughout the review process.
PAM Director of Public Relations and Media Mohammed Al-Muzaini told Arab Times that the new tool distinguishes clearly between individual complaints for labor disputes and formal reports for violations affecting broader compliance. Workers should direct personal grievances such as unpaid wages or contract issues through dedicated complaint channels rather than the reporting service, the authority clarified in its guidance. This separation ensures faster processing and appropriate routing of cases to specialized teams. The distinction prevents misuse of resources allocated for regulatory enforcement.
Users access the service by navigating to PAM options within the Sahel Individuals section and selecting the “Report Me” feature, a PAM Database Department Head Zainab Makki explained to Arab Times. Submitters can include photographs or supporting details to aid verification, she said, stressing the need for accurate information to enable swift inspections. Specialized teams examine submissions under the direct oversight of PAM Director General Engineer Rabab Al-Osaimi. The process targets violations including unlicensed recruitment offices, undocumented employment and breaches of the summer midday work prohibition from 11:00 am to 4:00 pm.
PAM figures show the authority carried out 92,462 inspection visits across private sector establishments during 2026 and detected 20,219 violations that prompted legal action, according to a PAM assessment released in July. The authority also handled 27,365 labor complaints in the same period while receiving 25 reports linked to the midday outdoor work ban, PAM data places the totals at those levels. Earlier statistics from the first half of 2025 indicated more than 20,000 complaints related to work permits alone. These numbers underscore the scale of ongoing enforcement efforts across Kuwait’s governorates.
The launch builds on prior digitization steps that have shifted many residency and labor transactions to online platforms, a PwC Middle East review of GCC digital transformation efforts noted in relation to Kuwait’s reforms. Public Authority for Manpower initiatives have focused on reducing in-person requirements for initial filings while maintaining legal safeguards for both workers and employers. The Sahel service adds another layer by inviting public participation in identifying systemic issues. Officials continue to urge use of official channels to resolve disputes efficiently.
Al-Hamad affirmed that the authority maintains zero tolerance for violations that undermine worker protections or market integrity, she said in the statement covered by Arab Times. PAM inspection teams operate around the clock to follow up on reports and complaints alike, according to authority procedures. The combined approach aims to foster a regulated environment that complies with Law No. 6 of 2010 and its executive regulations.
