Kuwait Times reported that Kuwait and Iraq signed agreed minutes in Baghdad on October 4 1963 on the restoration of cordial relations and mutual recognition which were then submitted to the United Nations as an official document. The newspaper placed this decision within a series of infrastructure initiatives pursued at the close of the 20th century.

The Kuwait Times feature listed a 2010 agreement in which the Kuwait Fund for Arab Economic Development signed a KD 15 million loan with Bahrain to finance development of a 220-kilovolt power grid. The Kuwait Fund established in 1961 has extended more than 20 billion dollars in loans and grants across dozens of countries according to its own cumulative figures. This particular facility formed part of coordinated Gulf Cooperation Council support for energy infrastructure upgrades. Bahrain utilized the funds to strengthen its electricity transmission capacity serving both residential and industrial users.

Four years later on the same date in 2012 Kuwait Oil Company signed a KD 107 million contract with South Korea’s SK Engineering and Construction Company to build power stations in southern and eastern Kuwait the publication stated. The agreement reflected sustained investment in utilities to match rising domestic energy consumption driven by population growth and economic expansion. Kuwait Oil Company has awarded numerous similar contracts over the decades as part of its upstream and infrastructure portfolio. The Korean firm was selected for its technical expertise in delivering large-scale energy projects on schedule.

Kuwait signed an agreement with the International Atomic Energy Agency in 2019 that recognized the Kuwait Institute for Scientific Research as a Middle East center for monitoring radioactivity in the environment and advancing nuclear technology for marine studies Kuwait Times recorded. The designation enhanced the institute’s regional profile and facilitated collaboration on scientific data sharing. KISR has conducted environmental baseline studies for decades providing technical input to national development plans. The pact aligned with Kuwait’s broader commitment to peaceful nuclear applications under international oversight.

Additional milestones on October 4 included the 2016 inauguration of the Ahmad Al-Jaber Air Force College at Ali Al-Salem Air Base and the death that year of Ibrahim Al-Sola the composer of Kuwait’s national anthem at age 81 according to the newspaper. The college represented the first dedicated institution of its kind in the country for air force training and professional development. Al-Sola’s composition has served as the official anthem since the 1970s embodying national identity. Kuwait Times presents these events annually in its Today in Kuwait’s history column to preserve collective memory of such occasions.
