WAM reported that Sheikh Saud bin Rashid Al Mualla, Supreme Council Member and Ruler of Umm Al Quwain, issued Emiri Decree No. (3) of 2026 to establish the Endowment Committee for the management of funds of minors and those in similar circumstances. The committee is charged with caring for these funds, preserving them, managing them and investing them in ways that realise the interests of the beneficiaries in line with the decree’s terms, the Personal Status Law and Islamic Sharia rules. This institutional arrangement seeks to provide dedicated protection and oversight for assets held by minors within the emirate.

The ruler simultaneously issued Law No. (4) of 2026 to regulate partnerships between the public and private sectors, according to WAM. The law creates a legal framework for such partnerships with the goal of supporting the development process and encouraging private sector participation in development projects. It additionally targets the attraction of national, regional and foreign investments in a range of fields.

Law No. (5) of 2026 addresses the regulation of vehicle parking in Umm Al Quwain, the news agency added. The legislation seeks to organise public and private parking as well as parking areas within real estate developers’ projects and any other locations the competent authority may include under its scope. The measure forms part of broader efforts to improve urban management in the emirate.

The three pieces of legislation were all issued on the same day as part of coordinated regulatory updates for 2026. They reflect Umm Al Quwain’s focus on strengthening governance in financial protection, economic collaboration and public space regulation. The ruler’s directives are expected to be followed by implementing regulations that will detail operational procedures for each.

Similar regulatory frameworks in neighbouring emirates have proven effective in mobilising private investment for public projects, according to assessments by the UAE’s federal economic planning bodies. For parking, municipalities in larger cities have used comparable laws to introduce paid parking systems and reduce illegal parking through dedicated enforcement units. Umm Al Quwain’s approach appears tailored to its scale while aligning with national urban planning standards.

The endowment committee will work to ensure that funds are invested prudently and that beneficiaries receive necessary support, the decree specifies. Coordination with relevant judicial and social affairs authorities will form a key aspect of its operations. This setup mirrors structures established in other parts of the UAE over the past decade to handle guardianship and inheritance matters.
