LexisNexis Highlights Jurisdictional Pitfalls of Generic AI in GCC Legal Advice

A Gulf News partner content article by Lara Salem, head of content strategy for MENA at LexisNexis Legal and Professional, outlined on October 1 2026 how generic artificial intelligence often fails to distinguish among the layered legal systems that characterise the Gulf Cooperation Council states. The piece stressed that simply knowing the law is insufficient without identifying the precise framework that applies to a given entity or transaction. Salem noted that this distinction becomes critical in jurisdictions featuring both federal rules and independent free-zone regulations that operate with their own statutes and courts.

The article illustrated the problem with a query concerning employment law for a company registered in the Dubai International Financial Centre. Generic models may respond by citing the UAE Federal Labour Law even though DIFC entities are governed by a separate employment statute and judicial system. A parallel risk arises with questions involving Abu Dhabi Global Market entities where the governing context shifts again requiring the AI to recognise the distinct regulatory environment rather than defaulting to national legislation.

LexisNexis addressed these shortcomings by designing Lexis+ with Protégé around the GCC legal hierarchy from its foundation instead of retrofitting a general-purpose tool. The platform draws on authoritative regional content curated for the precise jurisdictions in which Middle East practitioners operate. This grounding allows the system to differentiate among overlapping frameworks and deliver responses calibrated to the correct legal context according to the LexisNexis publication.

The development reflects wider industry efforts to create legal artificial intelligence that respects the distinct legislative landscapes across the GCC. An earlier Gulf News report described a partnership between LEGALFLY and Qistas launched in April 2026 to supply in-house legal teams with AI grounded in local legislation regulation and judicial precedent rather than Western-trained models. That initiative targets contract review compliance advice and research all anchored in enforceable GCC rules.

Legal teams in the UAE Saudi Arabia Qatar Bahrain and Kuwait continue to encounter AI tools that overlook variations among these markets leading to outputs that may appear authoritative yet prove inapplicable. The Qistas chief executive emphasised that regional legal AI must embed an understanding of how law is structured applied and interpreted locally. Such collaborations aim to produce traceable contextually accurate results that legal departments can rely upon in daily practice.

Salem positioned the LexisNexis solution as a response to the core test for legal AI which lies in its ability to locate itself within the correct jurisdiction. By constructing the tool on the actual hierarchy used by GCC lawyers the platform seeks to reduce errors that arise when models treat the region as a uniform legal space. The article concluded that this approach equips practitioners with technology that aligns with the practical realities of regional legal work.
