Foreign Affairs Minister Anita Anand announced that Canada is sanctioning Streit Group under the Special Economic Measures (Russia) Regulations Global Affairs Canada reported. The defence manufacturer produces armoured vehicles and other military equipment that multiple credible reports confirm have been used by the Russian National Guard also known as Rosgvardia in Russia’s ongoing war against Ukraine. With a history of supporting Russia’s military-industrial complex by supplying Russian entities with defence products Streit Group continues to feed Russia’s war machine and the Putin regime’s unprovoked and unjustifiable war against Ukraine Anand said.
The sanctions will reduce Russia’s military capabilities in its war against Ukraine by disrupting and hindering Streit Group’s capacity to supply military technology and equipment to Russia according to the minister. A Global Affairs Canada assessment found the action aligns Canada with measures taken by Ukraine in 2023 and by the European Union and Switzerland in 2025. Government figures show Canada has imposed sanctions on more than 3500 individuals and entities complicit in the violation of Ukraine’s sovereignty and territorial integrity since 2014.
Global News reported that the company opened an armoured vehicle factory east of Moscow in Russia’s Tatarstan republic in 2009. Customs records reviewed by the outlet indicated Streit Group continued trading with Russia following both the 2014 annexation of Crimea and the full-scale invasion launched in 2022. The European Union placed the company on its sanctions list in October 2025 for having manufacturing operations in Russia and partnering with Russian military-industrial entities EU documents show.
Guerman Goutorov the founder and chief executive of Streit Group has faced EU sanctions since May 2026 for supporting Russia’s military and industrial complex but Canada has not taken similar action against the Russian-born Canadian citizen. The Ukrainian Canadian Congress welcomed the sanctions on the company while noting the federal government stopped short of designating Goutorov the group said in a statement. Global News found that although Streit Group is headquartered in the United Arab Emirates it retains significant Canadian connections through its origins and leadership.
The new listing formally added Streit Group also known as STREIT Group FZE and STREIT Group FZE-LLC to the regulations through an amendment published in the Canada Gazette on August 26 2026. The measures prohibit any person in Canada or any Canadian abroad from conducting financial transactions with the entity making goods available to it or providing technical or financial services for its benefit according to the regulatory text. Officials indicated the entity has diminishing links to Canada with no trade reported since September 2025 and all prior export permits expired.
An earlier Globe and Mail article from June 2026 highlighted that despite the EU action against both the company and Goutorov Ottawa had at that point only sought further advice from officials without imposing penalties. New Democrats have raised concerns about Streit Group in Parliament a dozen times over the past decade including questions about alleged violations of arms embargoes in Sudan Libya and South Sudan an NDP statement noted. The company has also been fined by the United States government and condemned by the United Nations multiple times over the past 15 years according to advocacy groups tracking the arms trade.
