The Oman Tax Authority applies a standard 5 percent value-added tax to most goods and services under the framework established by Royal Decree 121 of 2020, according to a PwC tax summary published in 2026. Zero-rated supplies attract no tax while permitting recovery of input VAT, whereas exempt supplies bar such recovery, the authority’s guidelines indicate. Oman became the last Gulf Cooperation Council state to introduce VAT in April 2021, aligning with the bloc’s unified agreement while setting one of the region’s lowest standard rates.

Times of Oman detailed the key VAT exemptions for goods and services under Oman’s VAT law, listing basic food commodities as zero-rated to protect household budgets. Items such as meat, poultry, dairy products, fruits, vegetables, rice and cereals fall into this category, according to successive Tax Authority decisions issued in 2021 and 2022. Medicines, certain medical supplies, crude oil derivatives, natural gas and investment metals including gold, silver and platinum also qualify for zero-rating, the publication reported.

Financial services provided by banks and licensed institutions remain fully exempt from VAT, the Tax Authority stated in its executive regulations. Education services delivered by recognised bodies, healthcare provisions, local passenger transport and the rental of residential property share this exempt status, preventing any direct tax charge on end users. The authority’s framework ensures these sectors face no additional compliance burden from the consumption tax.

Businesses whose annual taxable supplies exceed OMR 38,500 must register with the Tax Authority, while those above OMR 19,250 may register voluntarily, according to Decision No. 1 of 2021. This threshold ranks among the higher in the GCC, reflecting a policy balance between revenue collection and minimising administrative load on smaller enterprises, a 2026 overview from TaxAtlas found. Registered entities must file returns quarterly and apply the correct rate or exemption to each supply.

Special treatment applies to free zones, where many inbound goods and intra-zone transfers fall outside VAT scope provided they are not consumed locally, Times of Oman noted in related coverage of zone regulations. Exports of goods and services as well as international transportation qualify for zero-rating, supporting Oman’s position as a regional trade hub. The authority periodically updates the list of zero-rated food items to reflect economic conditions and international standards.

Implementation of the VAT regime has proceeded smoothly since 2021 with limited price disruption in exempted categories, according to assessments from the Oman Tax Authority. Officials continue to issue clarifying decisions, including amendments to executive regulations in 2022 that refined rules for financial services and telecommunications supplies. Such measures help maintain clarity for businesses operating across the Sultanate.
