A medical certificate issued by an authorised health authority confirming the young person’s fitness for the proposed role is equally mandatory under the regulations. The assigned occupation must align directly with the establishment’s licensed activities, and the juvenile cannot already hold an active work permit from another employer, ministry guidelines specify.
Working hours for juveniles are strictly limited to a maximum of six per day, with at least one hour of breaks arranged so that no more than four consecutive hours are worked at a stretch. Night work between 7pm and 7am is prohibited entirely to safeguard rest and educational commitments, according to the Official Platform of the UAE Government. Hazardous, arduous or morally harmful tasks are banned for this age group, with specific prohibited roles defined by ministerial decree in coordination with concerned authorities.
The ministry requires that the permit application be submitted by an authorised signatory of the establishment, accompanied by supporting documents that include a clear coloured photograph with white background, copies of a valid passport and residence visa. These rules form part of a broader labour law framework enacted in 2022 that replaced earlier provisions and expanded protections for younger workers across the private sector. The law also maintains a complete prohibition on employing anyone below the age of 15, a stance consistently upheld in official statistics and regulatory guidance.
A parallel student training and employment permit exists for 15-year-old students already resident in the UAE, offering three-month validity under comparable safety conditions but tailored to educational or short-term placements. The juvenile work permit category itself supports both national and expatriate minors provided all eight rules are observed, according to data published by the ministry. Applications are processed through approved channels including the ministry’s mobile application and designated service centres.
The regulations reflect ongoing efforts to balance youth workforce participation with strict safeguards, as the UAE labour market continues to evolve under the 2021 decree and subsequent cabinet resolutions. Employers who fail to comply with any of the stipulated conditions risk application rejection or potential penalties under the labour law.
