The earlier framework also established a one-month window after gazette publication to begin withdrawal proceedings along with a 30-day grievance period and graduated fines for delayed evacuation according to the same legal update.

The Public Authority for Industry has pursued an active compliance campaign throughout 2026 with Times Kuwait reporting the withdrawal of 23 industrial plots across 11 areas in a single May enforcement wave. Subsequent actions closed 39 plots in July and 51 plots in June across zones that included Shuwaikh Amghara Subhan Al-Rai and Mirqab the newspaper’s coverage showed. These operations consistently cited violations such as expired licenses construction without permits and encroachment beyond approved boundaries.

Inspectors have repeatedly documented unauthorized worker housing illegal subleasing use of plots as garages or storage yards and prolonged idleness without development according to the series of Times Kuwait reports on the closures. Each decision has provided violators a one-month grace period from the publication date to rectify infractions and remove violations before further legal steps. The authority has stressed that non-compliance will trigger court-ordered eviction and recovery of all outstanding fees.

Recent enforcement has extended to both industrial and commercial land with 29 additional service and craft plots closed by early September in areas including Al-Rai Al-Mirqab and Abu Fatira a separate Times Kuwait article noted. Officials have considered temporary management of withdrawn sites by government-owned companies to keep them operational until re-auction a model that could preserve revenue streams while new investors are sought. The approach reflects sustained pressure to maximize productive use of allocated state land.

The Public Authority for Industry oversees allocations that form a backbone of Kuwait’s non-oil economy across multiple dedicated industrial and commercial zones Central Statistical Bureau data on economic activity indicate. Heightened oversight aims to curb practices that undermine regulatory standards and reduce available capacity for compliant businesses according to the pattern of decisions published in Kuwait Alyawm. Cumulative actions since May have targeted more than 110 plots when the separate monthly tallies are combined.
