Dubai Investments said in a statement that DIP Holding, which owns the Dubai Investments Park development, will offer 1,735,243,300 existing ordinary shares representing 20 percent of its issued share capital on the Dubai Financial Market. The parent company will act as the selling shareholder and retain an 80 percent holding following the transaction, with no proceeds directed to DIP Holding itself. The announcement outlined an offering divided into four tranches, including portions for individual investors, professional institutions, eligible group employees and existing Dubai Investments shareholders.
According to the statement, the subscription period will open on October 27 and close on November 3, with the final offer price set to be determined through bookbuilding on November 4 and trading expected to commence on or around November 11, subject to regulatory approvals and market conditions. The first tranche, representing 5 percent of the offering, targets individual investors with a valid DFM investor number and carries a minimum subscription of 5,000 dirhams along with a guaranteed minimum allocation of 2,000 shares for successful applicants. A dedicated 2 percent tranche is reserved for eligible Dubai Investments shareholders based on a record date of October 28, with shares required to have been acquired by October 26.
The company reported that DIP Holding is the sole shareholder of Dubai Investments Park Development Company, which operates a 23 million square metre mixed-use development established in 1999 along Sheikh Mohammed Bin Zayed Road near Al Maktoum International Airport and Jebel Ali Port. Dubai Investments Park provides long-term ground leases to tenants in logistics, industrial, residential and commercial sectors and was home to more than 1,000 tenants, 5,700 subtenants and over 150,000 residents as of mid-2026. The development generated revenue through three principal streams consisting of ground rent, subleasing fees and ancillary services, according to the operator.
DIP Holding expects to pay annualised dividends of 700 million dirhams in 2026, 725 million dirhams in 2027 and 750 million dirhams in 2028 while adopting a semi-annual cash dividend policy, the statement indicated. The first post-IPO distribution of 350 million dirhams is scheduled for April 2027 in respect of the second half of 2026, subject to financial performance, capital requirements, market conditions and applicable approvals. LSEG data showed that equity issuance across the Middle East and Africa had fallen sharply in the first nine months of 2026, reaching 2.3 billion dollars and marking a 79 percent decline from the prior year as well as the lowest level since 2017.
The announcement noted that ground lease occupancy at Dubai Investments Park stood at 99.9 percent as of June 30, 2026, compared with an average of approximately 98 percent between 2020 and 2025. Professional investors are allocated 92 percent of the offering through a bookbuilding process with a minimum subscription of 1 million dirhams, while eligible Dubai Investments group employees have access to a separate 1 percent tranche with a 5,000 dirham minimum and guaranteed allocation. Dubai Investments chief executive Khalid bin Kalban had indicated in an April 2025 interview that the listing would support increased dividend payments starting in 2026.
The statement emphasised that the IPO remains subject to final approvals from relevant authorities and prevailing market conditions. This transaction represents the first listing on the Dubai Financial Market in 2026 and follows earlier indications from Dubai Investments that it intended to bring the park operator to market.
