US authorities manage risks primarily through product registration paired with detailed labeling conditions in a horizontal framework built around specific product uses, according to the analysis. European regulators apply a vertical layered approach that begins with union-wide approval of active substances before member states authorize individual products within defined zones that allow mutual recognition across the bloc. Chinese oversight extends across the full supply chain with successive administrative licenses for registration, production, operation, purchase records, usage guidance, inspections, recalls and emergency responses.

The core regulatory unit in the United States is a registered pesticide product complete with its approved labeling while the EU centers on an approved active substance combined with an authorised plant protection product evaluated at regional levels, the Agropages report stated. Chinese authorities instead treat the core unit as an integrated system encompassing the product, producing enterprise, circulation channels, actual use and enforcement scenarios. The analysis distinguished producer responsibilities by noting that US producers function mainly within a product liability chain, EU producers carry obligations tied to market entry and data provision, and Chinese producers operate as licensed entities subject to ongoing inspection and constraint under the administrative framework.

China’s heavy focus on production licensing and upstream controls arises from domestic industry traits that favor manufacturing scale over novel compound innovation, the analysis explained. Low-price competition among generic products can lead to quality inconsistencies, non-compliant labeling and heightened environmental pressures when oversight stops at registration data alone. Dispersed small-scale users and intricate distribution networks further justify shifting accountability to manufacturers and distributors rather than relying solely on end-use enforcement.

A study published in the journal Environmental Health determined that 72 pesticides approved for outdoor agricultural applications in the United States were banned or undergoing complete phase-out in the EU as of the data reviewed, with those substances accounting for 322 million pounds or more than a quarter of total US agricultural pesticide use in 2016. The same assessment found that China had by 2014 banned or begun phasing out 50 highly hazardous pesticides while restricting another 30, demonstrating measurable progress on eliminating dangerous compounds. A 2026 overview in the Chinese Journal of Pesticide Science compared prohibition lists across multiple jurisdictions and highlighted both convergences and divergences in how governments address food safety and environmental risks through restricted substances.

Chinese officials issued a revised national food safety standard on maximum residue limits for pesticides in February 2026 that entered into force the following month and contains 10,749 limits along with testing methods for 585 pesticides, according to a USDA Foreign Agricultural Service report. The update replaced earlier versions and aims to align residue thresholds with evolving safety data. US enforcement actions have meanwhile targeted smuggled pesticides with the Environmental Protection Agency blocking more than 2.4 million pounds of illegal imports, many traced to China, since the start of 2025, EPA administrator Lee Zeldin announced during a June visit to Los Angeles ports.
