Qatar’s Ministry of Labour has underscored the minimum gratuity entitlement for workers under the country’s Labour Law, a move reported across regional media outlets on November 2, 2026. Article 54 stipulates that any employee who completes one full year of continuous service with an employer qualifies for an end-of-service payment of no less than three weeks of basic salary for each year worked. The regulation applies to private sector employees covered by Law No. 14 of 2004, with a similar provision in place for domestic workers under separate legislation.

The calculation uses the worker’s last basic wage, excluding allowances such as housing or transportation. An assessment by Al Faisal Law Firm found that the formula involves dividing the monthly basic wage by 30 to get the daily rate, then multiplying by 21 days and the number of years. For instance, an employee with a basic salary of 5,000 Qatari riyals who has served four years would be entitled to a minimum of 14,000 riyals.

Eligibility requires at least one complete year with the same employer, with time at different companies not combined to meet the threshold. Workers who leave before completing 12 months receive no gratuity under this article. Those dismissed for gross misconduct as defined in Article 61 may also forfeit the benefit, the law states.

Proportional payments apply for fractions of a year once the initial 12-month period has been fulfilled. The gratuity must be settled along with final wages and any unused leave by the end of the next working day following contract termination. Legal experts have noted that this structure provides a predictable benefit for the expatriate workforce that powers much of Qatar’s economy.

A report published by Tuko News under the headline “After one year of work”: Qatar sets minimum gratuity every worker must receive drew attention to the rule, emphasizing its importance for employee financial security at the end of their tenure. The article aligns with guidance from the Ministry of Labour and various law firms operating in Doha. It forms part of broader labor reforms implemented in recent years to align with international standards.

The law also sets a minimum wage of 1,000 Qatari riyals per month for basic pay, in addition to allowances, according to ministerial decisions referenced in legal reviews. This baseline ensures even lower-paid workers receive a meaningful gratuity amount over time. Employers are encouraged to factor the accruing liability into their financial planning to avoid disputes upon employee departure.
