Senator Murphy Plans Bill to Guarantee Congressional Access to Overseas US Bases

Senator Chris Murphy, a Democrat from Connecticut who serves on the Senate Foreign Relations Committee, said he will pursue legislative language to protect lawmakers’ ability to inspect overseas military facilities as Congress prepares defense spending and authorization measures in 2027. Murphy made the announcement after the Pentagon rejected his request to tour Al Udeid Air Base, the largest US installation in the Middle East, which has endured repeated Iranian attacks since the conflict began in February. According to the senator, the denial forms part of a broader effort to limit congressional oversight of the war with Iran that the United States and Israel launched earlier this year. Murphy recently completed a visit to Qatar and Saudi Arabia, where he held discussions with senior Gulf leaders including Qatari Emir Sheikh Tamim bin Hamad al Thani and Saudi Crown Prince Mohammed bin Salman.

The senator had submitted a formal letter and appealed directly to US Central Command leadership for permission to visit the base and receive a briefing from military commanders, yet both requests were turned down. Murphy argued that members of Congress who authorize operations and approve budgets require firsthand access to installations and personnel to evaluate the consequences of armed conflicts. A senior Defense Department official told multiple outlets that Murphy’s office received advance notice before the trip that support for the base visit would not be provided. The official attributed the decision to a March 3 directive from Defense Secretary Pete Hegseth imposing travel restrictions across the region that apply uniformly to all visitors.

Murphy told reporters the episode confirmed an active campaign to obscure the costs and implications of the Iran war from Congress and the public, describing it as unprecedented and unconstitutional in his experience. The lawmaker, who has visited active war zones including Iraq and Afghanistan on prior trips, noted that he was unable to obtain any military briefing during the Gulf visit despite coordination with the State Department. Reuters reported that Murphy is the first Senate Democrat to travel to the region since hostilities commenced more than seven months ago. Pentagon statements have consistently maintained that the restrictions were not targeted at any individual legislator.

Al Udeid Air Base serves as a central hub for US Central Command operations in the Middle East and has been struck multiple times by Iranian forces since the war started, according to accounts from the senator and regional reporting. Murphy has joined other lawmakers, including some Republicans, in pressing the administration for fuller disclosures on war expenditures, strategy and casualties. The senator indicated that while new access protections are unlikely to advance before the end of 2026, the matter should feature prominently in congressional debates next year. Defense Department guidance has emphasized even application of the March restrictions ordered by Secretary Hegseth.

During his meetings in Doha and Riyadh, Murphy sought information on how the conflict has affected US partnerships in the Gulf and the broader regional security environment. The senator stated that direct observation of facilities such as Al Udeid would allow lawmakers to better understand operational impacts and inform future policy decisions on military funding. Officials from the Pentagon reiterated that Murphy’s team was informed of the access limitations well in advance of departure from the United States. Congressional records show lawmakers have historically received access to such bases during overseas delegations to support oversight responsibilities.
