Qatari Prosecutors Engage in SCO Forum Focused on Safeguarding Minors

The Qatar News Agency reported that the State of Qatar, represented by its Public Prosecution, participated in the 24th Meeting of Prosecutors General of the Shanghai Cooperation Organization Member States held via videoconference in the Russian Federation on October 1. The Qatari delegation was led by Public Prosecutor and Head of the Technical Office Mohammed Rashid Al Binali, accompanied by several members of the Public Prosecution. According to the agency, the session provided a platform for member states to align on legal strategies addressing contemporary challenges in juvenile protection.

The meeting placed primary emphasis on the regulation and supervision by prosecution authorities of compliance with legislation concerning the protection of the rights and legitimate interests of minors, the Qatar News Agency stated. Participants examined methods to bolster coordination and cooperation between prosecution authorities, government bodies, educational institutions and other entities involved in prevention efforts aimed at keeping minors from unlawful activities. The discussions also extended to developing international cooperation among SCO member states to shield young people from harmful information and prevent their involvement in destructive or extremist movements.

Qatar News Agency figures indicate that the agenda further covered countering the recruitment of minors into unlawful activities through unified prosecutorial approaches across borders. The videoconference format enabled broader participation from across the SCO’s geographic span, allowing real-time exchange of operational experiences. Such gatherings build on established patterns of collaboration that have evolved over more than two decades of annual meetings.

Meetings of Prosecutors-General of the SCO member states have been held annually since 2002 in rotating host countries following an alphabetic order among members, according to the SCO Secretariat. The organization, which counts 10 full members including Belarus, China, India, Iran, Kazakhstan, Kyrgyzstan, Pakistan, Russia, Tajikistan and Uzbekistan, uses these sessions to coordinate on transnational legal matters. Qatar, as a dialogue partner, has engaged in select SCO initiatives to share expertise and support collective security objectives.

The Qatari delegation contributed insights from the country’s public prosecution practices during the deliberations, the Qatar News Agency noted. Mohammed Rashid Al Binali and his colleagues engaged directly with counterparts on practical steps for implementation of agreed principles. Outcomes from the meeting are set to guide enhanced information-sharing protocols among participating prosecution offices.

SCO documentation shows that prior sessions have addressed issues such as cybercrime, anti-corruption and legal assistance in criminal matters, establishing a foundation for the current focus on juvenile protection. The 24th meeting continues this trajectory by prioritizing preventive frameworks that involve multiple sectors beyond law enforcement. Qatar’s consistent participation in these forums reflects its broader strategy of integrating into multilateral legal networks to address shared regional and international concerns.
