The French arms export facilitation body ODAS has entered administration following protracted financial pressures linked to its activities in the Saudi market, according to Intelligence Online. The partly state-owned entity, which coordinates French defence sales to the kingdom, has faced repeated setbacks including exclusion from key negotiations and legal disputes with local partners. A board reshuffle last year that brought in an administrator experienced in major regional contracts including Rafale sales failed to restore the agency’s central role in bilateral deals.

ODAS was not invited to recent talks between Dassault and Saudi officials despite the new appointment, Intelligence Online reported in January 2024. The agency has also launched legal action against Saudi conglomerate Zamil Group over disputed contracts, encountering an opponent described by plaintiffs in a related US case as employing aggressive tactics. These disputes have compounded operational challenges for the organisation established in 2008 to succeed the earlier SOFRESA vehicle focused on Middle East markets.

Public data from the Stockholm International Peace Research Institute places France among the leading arms suppliers to Saudi Arabia between 2015 and 2022 with deliveries exceeding 21 billion euros to the kingdom and the United Arab Emirates combined. The figures reflect sustained French engagement in the Gulf defence sector even as Saudi officials have pursued greater localisation under Vision 2030. ODAS holds a 34 percent state stake with the remainder controlled by major manufacturers including Thales, Airbus and Naval Group according to corporate records.

Recent bilateral developments signal continued high-level interest in defence collaboration between the two countries. Saudi Crown Prince Mohammed bin Salman and French President Emmanuel Macron witnessed the signing of a letter of intent on defence capabilities linked to emerging technologies during the crown prince’s visit to Paris in August 2026, Arab News reported. The agreement covers cybersecurity, artificial intelligence and military training exchanges between the Saudi defence ministry and its French counterpart.

Industry delegations continue to pursue opportunities despite the headwinds facing ODAS. A group of around 60 French defence firms attended the World Defense Show in Riyadh in February 2026 with tempered expectations of immediate contract wins, Intelligence Online noted. The participation underscores Paris’s determination to maintain a foothold in the Saudi market where competition from American and other European suppliers remains intense.

The agency’s challenges reflect broader shifts in Saudi procurement strategy that have marginalised intermediaries in favour of direct dealings with manufacturers. La Tribune documented this progressive sidelining of ODAS as early as 2018 amid Riyadh’s push for greater autonomy in defence acquisitions. Corporate filings show a modification to ODAS’s administration approved by its board in September 2025 that included co-opting additional directors to stabilise governance.
