Oman’s TRA Issues New Framework to Regulate Telecom Number Portability

The Telecommunications Regulatory Authority issued a new regulatory framework governing the transfer of telecom numbers on August 30 2026 the Oman News Agency reported. The move seeks to empower users to select service providers based on pricing service quality and network coverage without losing their existing numbers. It also establishes structured governance over porting procedures to ensure seamless execution and promote equitable competition across the sector. The Oman News Agency said the framework builds on earlier efforts to modernize the regulatory environment for telecommunications in the sultanate.

According to the Oman News Agency the regulation focuses on organizing number transfer processes through automation and a defined timeline for completion. This approach aims to accelerate porting simplify steps for users and elevate overall customer satisfaction while reinforcing the TRA’s oversight role in maintaining high regulatory standards. The framework further clarifies obligations and rights for both licensed operators and beneficiaries to foster greater efficiency and transparency in the market. Such measures according to the agency address challenges observed as the telecom sector expanded in Oman.

The new rules apply to all licensed telecom service providers and their customers the Oman News Agency stated. They outline specific roles for each party involved in the porting process to guarantee reliable and fair service delivery. This structure is intended to build consumer confidence in the telecom market and align with ongoing advancements in Oman’s communications industry. The TRA’s issuance of the framework follows its development of supporting infrastructure for number transfers.

A centralized number portability system now operates under direct TRA supervision the authority’s website shows. The system was introduced after a review of limitations in the original 2006 model to improve speed fairness and overall performance in porting requests. Oman became the first country in the region to launch number portability in 2006 according to TRA documentation with an initial regulatory decision on operator obligations issued in 2008. The updated framework responds to market growth and past issues such as processing delays that had affected service efficiency.

Procedures under the current system require customers to settle any outstanding balances with their existing provider for postpaid lines before submitting a request to the new operator TRA guidelines indicate. Users then receive a confirmation SMS and must reply with the word “Port” to finalize the switch which occurs within minutes once approved. Customers are advised to retain their old SIM card until service disconnects before inserting the new one. These steps reflect the TRA’s emphasis on automated processes that minimize disruption for individuals businesses and operators alike.

The TRA’s 2025 annual report highlighted the authority’s issuance of multiple sector regulations alongside handling thousands of consumer complaints and recovering significant funds for users. Number portability forms a key element in efforts to enhance competition and service quality in a market that has grown substantially since the initial launch nearly two decades ago. The framework’s implementation is expected to support continued digital transformation while ensuring regulatory compliance across all licensed entities.
