Rwanda UAE Digital Assets Partnership Builds on New Regulatory Law

ITWeb Africa reported that digital assets are driving the Rwanda-UAE deal, which focuses on deepening cooperation in blockchain technology, fintech and digital innovation between the two nations. The agreement arrives as Rwanda operationalises its new virtual assets legislation, providing legal certainty for licensed activities in the sector. Capital Market Authority officials have prioritised a balanced approach that addresses risks while opening opportunities for credible global players.

Jérôme Ndayambaje, digital innovation analyst at the Capital Market Authority, told The New Times that a 2024 risk assessment recommended regulation rather than an outright ban on virtual assets after weighing challenges such as scams against potential economic benefits. The law, published in the Official Gazette on May 28 2026, covers unbacked cryptocurrencies such as Bitcoin, fiat-backed stablecoins and tokens representing real-world assets. Ndayambaje added that the framework was benchmarked against international standards to support Rwanda’s goal of becoming a major international financial centre.

The UAE maintains one of the region’s most mature virtual asset regimes, with Dubai’s Virtual Asset Regulatory Authority overseeing licensed exchanges, custodians and service providers. A Dubai-based technology firm, VisiontechPLG, entered the Rwandan market in May 2026 to deliver digital transformation, cybersecurity and cloud solutions for public and private clients, a New Times article stated. Such expansions illustrate the growing technology ties that the new deal seeks to accelerate.

HashKey MENA, a Dubai-licensed virtual asset exchange, initiated a pilot stablecoin payment corridor linking the Middle East and Africa in partnership with the Aptos Foundation and a pan-African payments platform, according to a Cairo Scene report published on Thursday. The programme targets reductions in foreign exchange costs and settlement times for cross-border business, an area where Rwanda’s licensing regime for on-ramp and off-ramp providers could prove complementary. Regulators in both countries emphasise consumer protection and market integrity as core objectives.

World Bank assessments have placed Rwanda among the stronger performers in sub-Saharan Africa for business climate and digital economy growth, factors that have drawn Gulf interest in infrastructure and innovation projects. The Rwanda-UAE agreement includes exchanges on emerging technologies and data infrastructure, the ITWeb Africa coverage indicated. Capital Market Authority regulations now under preparation will specify exact licensing criteria for virtual asset issuers and service providers.

Bilateral cooperation between Rwanda and the UAE has expanded across logistics, aviation and information technology in recent years, with non-oil trade volumes rising steadily, an Africa Global Policy and Advisory Institute review found. The virtual assets law requires unauthorised operators to cease activities until full regulations are issued, with penalties outlined for non-compliance. Ndayambaje described the five-year target as a trusted market free of major fraud, populated by compliant licensed entities and integrated safely with the wider financial system.
