Dubai Activates Shared Housing Rules Mandating Permits and Penalties up to Dh1 Million

Law No. 4 of 2026, issued by Sheikh Mohammed bin Rashid Al Maktoum, took effect on August 26 after 180 days from its publication in the Official Gazette, establishing a framework for the management, occupancy and leasing of shared housing in private development zones and free zones. The legislation defines shared housing as setups in which individuals or families rent private spaces but share facilities including kitchens, bathrooms and dining areas. Dubai Municipality, which oversees implementation, will determine maximum occupancy numbers, required living space per resident and standards for communal amenities.

No real estate unit may be allocated for shared housing without first obtaining a permit from the municipality, according to the law. Only property owners, authorised management companies acting on their behalf or licensed operators who lease units from owners for subleasing to residents qualify to run such accommodations. The rules prohibit tenants from further subletting rooms or bed spaces within permitted units.

Violations of the law or its implementing regulations carry fines ranging from Dh500 to Dh500,000 on a first offence, Dubai Municipality data shows. The same violation repeated within one year doubles the penalty, up to a maximum of Dh1 million. Additional measures can include activity suspension for up to six months, permit cancellation, commercial licence revocation, utility disconnection or restrictions on property transactions until compliance occurs.

Owners and businesses already operating shared housing received a one-year grace period from August 26, 2026, to regularise their arrangements and secure the required permits. The municipality’s director-general holds authority to grant a single extension to that deadline if justified. The law explicitly excludes collective labour accommodation from its scope.

Enforcement will proceed according to an official timeline once procedures are finalised, with Dubai Municipality confirming that inspections form part of the oversight process. Non-compliant units after the grace period face potential eviction orders issued through the Rental Disputes Centre, The National reported. Legal experts have noted that authorities can also decline to register new leases or management contracts for violating properties.

The legislation reinforces existing Dubai regulations that require a minimum of five square metres of living space per resident in shared accommodation, a standard municipal guidelines will further detail. It provides for creation of an electronic registry by the Dubai Land Department to record compliant units, leases and operators. The regulatory update addresses prior concerns over overcrowding, building code breaches and informal housing that have surfaced in various residential areas.
