The Ministry of State for Economic Affairs and Investment, led by Minister Abdulaziz Al-Marzouq, detailed the safeguards during an extraordinary GCC meeting. The eighth extraordinary ministerial-level meeting of the Permanent Preparatory Committee under the GCC Economic and Development Affairs Authority took place via videoconference. It convened finance and economy ministers from member states along with GCC Secretary-General Jassim Al-Budaiwi, according to Times Kuwait. Kuwait’s delegation stressed the direct economic fallout from recent regional developments and called for coordinated responses across the Gulf.

Times Kuwait reported that the measures seek to guarantee availability of essential goods and prevent interruptions in supply flows. They also target greater flexibility within the banking sector to support continued economic activity. The announcement comes as escalating regional tensions have affected trade routes and overall stability in several Gulf economies.

An International Monetary Fund assessment from April 2026 projected MENAP growth to slow sharply to 1.4 percent that year. The downgrade of 2.3 percentage points from earlier forecasts reflects impacts on oil exporters including Kuwait, which relies heavily on the Strait of Hormuz for transit. The IMF report indicated that GDP contractions could prove long-lasting, with output levels in affected economies expected to stay below pre-conflict trends through 2030.

Central Bank of Kuwait figures show local banks’ total assets reached 105.19 billion dinars in April 2026, a 9.5 percent rise year on year. Resident credit facilities expanded 6.7 percent to 54.3 billion dinars over the same period, led by an 8.7 percent increase in business lending. A March 2026 Central Bank of Kuwait statement affirmed that liquidity and capital adequacy ratios exceed regulatory thresholds by comfortable margins, underscoring sector readiness.

Allianz Trade data places Kuwait’s economic growth at an estimated 2.5 percent in 2025 after two years of recession, driven primarily by non-oil activity. Projections for 2026 anticipated around 3.3 percent expansion before regional developments prompted downward revisions. The ministry’s initiative aligns with ongoing GCC efforts to address shared vulnerabilities while advancing diversification under frameworks such as Kuwait Vision 2035.

The ministry’s announcement during the GCC session reflects Kuwait’s emphasis on both national safeguards and collective Gulf action. Minister Abdulaziz Al-Marzouq oversaw preparation of the package amid the videoconference discussions. Such steps form part of a pattern of policy adjustments seen across the region following the April 2026 ceasefire that still left economic uncertainties in place.
