Saudi Arabia Updates Nonprofit Rules to Broaden Investments and Strengthen Oversight

The updated regulations grant associations and foundations greater scope to grow resources and invest assets under defined controls, supporting financial sustainability and enabling broader developmental programmes, the National Centre for Nonprofit Sector Development said. The National Centre for Nonprofit Sector Development indicated the changes will help nonprofits sustain operations and expand their societal contributions without depending solely on government or donation-based support.

At the same time the regulations strengthen governance obligations by clarifying the roles and responsibilities of boards and executive management, according to the centre. The revisions enhance decision-making accountability and impose stricter disclosure and internal control requirements across the sector. Such measures aim to professionalize operations and build public confidence in civil society entities operating in the kingdom.

Updates also cover general assembly procedures, voting mechanisms and membership rules to improve institutional efficiency and member participation, the National Centre for Nonprofit Sector Development reported. These procedural refinements seek to streamline decision processes while increasing engagement from stakeholders. The centre noted that clearer guidelines will reduce administrative bottlenecks that have previously slowed nonprofit activities.

Saudi Arabia’s nonprofit sector has grown substantially under the Vision 2030 framework, with figures from the National Centre for Nonprofit Sector Development showing the sector’s GDP contribution nearly tripled from 4.5 billion Saudi riyals to 12.4 billion Saudi riyals. The centre’s data places the total number of registered nonprofit organizations above 7,900, encompassing civil society groups, family funds and specialized institutions. Volunteer numbers have risen from roughly 11,000 to more than 1.2 million, exceeding original targets set by national development planners.

The foundational Cabinet Decision No. 61/1437 established the legal basis for civil society associations and organizations, a Saudi Vision 2030 platform document stated. The latest executive amendments build upon that law by integrating operational lessons accumulated since its adoption. Related regulatory details set licensing terms at five years with a 180-day renewal window before rights lapse, according to analyses carried by Lexis Middle East.

The National Centre for Nonprofit Sector Development serves as the primary authority for sector strategy, registration, licensing and performance monitoring, according to its official mandate published on the my.gov.sa portal. Its activities align with the national goal of lifting the nonprofit sector’s GDP contribution toward 5 percent. The June 2026 regulatory package forms part of sustained efforts to equip civil society organizations for larger roles in economic and social development initiatives.
