The Ministry of Justice inaugurated the new Official Gazette website and Al Meezan Legal Portal during a ceremony in Doha attended by senior officials including the Minister of Communications and Information Technology and the Minister of Municipality. HE Ibrahim bin Ali Al Mohannadi, the Minister of Justice and Minister of State for Cabinet Affairs, framed the initiative as a direct implementation of directives from the Prime Minister to leverage digital transformation for greater government efficiency and better public services. The platforms form an integrated system that the ministry said would enhance access to national legislation while supporting Qatar National Vision 2030 objectives.
Dr Abdulla al-Khaldi, director of the Official Gazette Department, described the updated Official Gazette website as a fundamental shift in legal dissemination. “Previously, we had to wait for an issue to be published before we could access the legislation,” he said. “Now, however, the legislation and law will be published immediately upon receipt, without waiting for a new issue to be released.” The change eliminates delays inherent in the prior print-based cycle and allows citizens and professionals to track developments in real time.
Al-Khaldi added that the platform incorporates mobile notifications to alert users to fresh content. “This will change the process, particularly through notifications that will be sent to mobile phones informing users that a new article has just been published,” he said. Both the Official Gazette site at www.officialgazette.gov.qa and the Al Meezan portal at www.almeezan.qa are available in Arabic and English. The ministry noted that accessibility standards for persons with disabilities were incorporated into the design.
Ministry of Justice figures show the Al Meezan Legal Portal currently holds more than 9,659 legislative instruments, 3,758 judicial rulings and 709 agreements. The portal integrates legislation with related judicial rulings, legal opinions and international agreements within a single searchable framework that lets users move directly from legal text to its practical applications. According to the ministry the resource serves legal professionals, researchers, businesses and the general public alike while functioning as a channel for public input into legislative development.
The launch aligns with the Digital Agenda 2030 issued by the Ministry of Communications and Information Technology, which targets full digitisation of 90 per cent of government services by 2030 together with user satisfaction rates exceeding 85 per cent. IMD World Digital Competitiveness Ranking data places Qatar 20th globally in 2025 after rising from 26th the previous year, with the country ranking first in use of big data and analytics. The broader Third National Development Strategy for 2024-2030 identifies digital enablement as essential to each of its seven strategic national outcomes.
The Ministry of Communications and Information Technology’s strategy document projects that successful execution of Digital Agenda 2030 will contribute around 40 billion QAR to non-hydrocarbon GDP and generate 26,000 additional jobs in the ICT sector by 2030. Connectivity infrastructure already covers 96 per cent of the population with 5G and nearly 99 per cent with fibre, providing the foundation for these legal platforms to reach a wide audience. Officials indicated the combined systems will strengthen the business environment by increasing legal certainty and competitiveness.
