Second Secretary Wafiqah Al-Mulla of Kuwait’s Permanent Mission to the United Nations addressed the General Assembly’s Third Committee on the advancement of women during its latest session. Al-Mulla told the committee that empowering women and expanding their role in decision-making ranks as a national priority together with a fundamental pillar of sustainable development according to Kuwait Times. The number of female judges and public prosecutors has risen to 122 while the country appointed its first female undersecretary at the Ministry of Justice. The first cohort of female officers also graduated from the Kuwait Fire Force as part of efforts spanning diplomatic judicial military security and scientific sectors.

Al-Mulla framed the judicial and security milestones as evidence of Kuwait’s adherence to the Women Peace and Security agenda during her presentation on Tuesday. The Kuwaiti envoy described the advances as signs of the growing institutional contributions made by women across multiple fields of public service. Kuwait Times reported that the statement positioned these developments within a wider push to integrate female participation at all levels of state activity.

Legislative steps received particular attention in the address with reference to Decree-Law No. 11 of 2026 on protection from domestic violence. Al-Mulla highlighted new regulations for shelters serving abused women alongside the government’s 2026-2029 family protection program. These measures work to reinforce national systems focused on prevention protection and rehabilitation the diplomat explained according to the Kuwait Times account.

The envoy added that empowerment reaches beyond expanded opportunities to establish women as essential partners in policymaking peacebuilding and national development. Kuwait will convert recent progress into lasting institutional mechanisms that protect rights and dignity a position Al-Mulla presented to the committee. “the full participation of women is not an option, but a necessity for building a safer, more just and prosperous future” she said.

The Georgetown Institute for Women, Peace and Security reported that Kuwait advanced from 123rd to 61st place among 177 countries in the Women and Peace Index.[[1]](https://kuwaittimes.com/article/23067/kuwait/other-news/kuwait-a-long-standing-supporter-of-womens-rights-empowerment/) Institute data further shows the country improved by 10 points in closing the gender gap while leading the Gulf region in a 2023 private-sector empowerment initiative. Such external assessments provide context for the milestones Kuwait presented at the United Nations.

Official figures cited in related government statements place women at 60 percent of the public-sector workforce and 48 percent of private-sector employment. Those assessments indicate women occupy 28 percent of nationwide leadership positions with even higher concentrations in certain entities. Females hold 54 percent of senior posts at the Kuwait Petroleum Corporation and 41 percent at the Central Bank of Kuwait according to the compiled data.

The measures align with Kuwait’s New Kuwait Vision 2035 and United Nations Sustainable Development Goal 5 on gender equality previous Foreign Ministry statements have noted. Kuwait’s Permanent Mission integrated these references into its presentation on legislative and institutional reforms. The statement before the Third Committee on October 7 2026 underscored the breadth of ongoing initiatives across judicial and protective frameworks.
