Kuwait’s Permanent Mission to the United Nations outlined advances in female participation across key sectors during a meeting of the General Assembly’s Third Committee focused on the advancement of women. Second Secretary Wafiqah Al-Mulla delivered the address on October 6, stressing that boosting women’s roles in decision-making ranks as a core element of the country’s sustainable development strategy. According to Al-Mulla, these steps demonstrate Kuwait’s adherence to the Women, Peace and Security agenda and its recognition of women’s expanding institutional contributions. The presentation covered diplomatic, judicial, military, security and scientific fields where female involvement continues to grow.

The Kuwaiti envoy reported that the number of female judges and public prosecutors has climbed to 122. This total reflects sustained efforts to integrate women into the judicial system at higher levels. Al-Mulla presented the figure as evidence of broader commitments to elevate women’s status in legal institutions.

The appointment of the first female undersecretary in the Ministry of Justice stands among the recent milestones Al-Mulla detailed to the committee. In addition, the Kuwait Fire Force graduated its inaugural class of female officers, expanding opportunities within emergency response services. These examples, according to the statement, illustrate the country’s push to open leadership pathways in traditionally male-dominated areas.

Al-Mulla pointed to Decree-Law No. 11 of 2026 on protection from domestic violence as a central legislative step. New regulations governing shelters for abused women have been implemented alongside the government’s 2026-2029 family protection program. The envoy explained that such measures reinforce national systems for prevention, protection and rehabilitation, noting that empowerment requires shielding women and girls from violence in all its forms.

The statement described women’s empowerment as more than expanding access to positions, instead establishing females as indispensable partners in policymaking, peacebuilding and national development. Al-Mulla affirmed that Kuwait intends to convert recent gains into durable institutional safeguards for women’s rights and dignity. “the full participation of women is not an option, but a necessity for building a safer, more just and prosperous future,” Al-Mulla said.

Earlier assessments provide context for the latest updates shared at the United Nations. The Georgetown Institute for Women, Peace and Security documented Kuwait’s improvement in global women’s empowerment rankings to 61st out of 177 countries.[[1]](https://kuwaittimes.com/article/23067/kuwait/other-news/kuwait-a-long-standing-supporter-of-womens-rights-empowerment/) A separate Kuwait Times review from January 2025 indicated that women account for more than 58 percent of the national workforce, with notable representation in both public and private sectors.
