The decree-law requires businesses engaged in online sales of goods or services to register with the Ministry of Commerce and Industry before commencing operations while setting standards for transparent pricing, accurate product specifications and contact information disclosures. It prohibits misleading or false advertising and permits consumers to amend contracts in cases of technical errors or to withdraw from purchases within 14 days of receiving goods with refunds processed through the original payment method at no extra cost. Kuwait Times reported that the legislation comprises 45 articles across 10 chapters and includes penal provisions together with judicial authority for designated ministry employees to document violations.

The framework further obliges operators to meet cybersecurity requirements and maintain updated data protection systems to address evolving threats while applying to e-commerce platforms, social media influencers handling promotions and digital payment providers. A related Lexis Middle East summary noted that the measure replaces a previously fragmented regulatory approach with a single codified system designed to support digital transformation. The law aligns with the New Kuwait 2035 vision by creating a safe transparent and competitive online environment according to coverage from Kuwait Times and is scheduled to enter into force six months after publication to allow preparation of implementing regulations.

The same Official Gazette issue monitored by Lexis Middle East on 3 March 2026 contained additional Kuwaiti decrees dated 22 February. Decree No. 17/2026 amended an earlier regulation on ministerial subrogation and delegations. Decree No. 18/2026 addressed judicial promotions while Decree No. 19/2026 provided for the appointment of ambassadors to represent the state in overseas postings.

Oman’s Official Gazette issue No. 1637 featured three Sultani decrees that the Lexis Middle East monitor summarised. Sultani Decree No. 33/2026 authorised the establishment of an embassy in the Republic of Belarus to broaden diplomatic relations. Sultani Decree No. 34/2026 ratified a cooperation agreement with Turkey covering health and medical sciences and Sultani Decree No. 35/2026 appointed judges to the Federal Supreme Court.

Bahrain’s issue No. 3862 of the Official Gazette included Decision No. 3/2026 that revoked the licence of Work Skills Training W.L.L. as a private training institution. The Lexis monitor listed the action without specifying further details on the grounds for revocation. Such decisions form part of routine regulatory supervision over training and educational entities in the kingdom according to the weekly gazette compilation.
