Cigna Global Health Benefits announced an exclusive agreement with UnitedHealthcare Global that positions the Cigna unit as the preferred international health insurer for UnitedHealthcare clients transitioning out of the private medical insurance market. UnitedHealthcare Global will endorse Cigna following its decision to exit the international private medical insurance business across the Americas, Europe, the Middle East and Africa. The pact forms a key element of Cigna’s growth strategy in international health and opens its global capabilities to a complementary client base of multinational organizations and mobile populations.
Under the arrangement, UnitedHealthcare Global clients will gain access to Cigna’s deep expertise, personalized guidance, compliant solutions and locally relevant care options worldwide. The agreement does not transfer any UnitedHealthcare Global products, provider networks, service platforms or operating assets to Cigna. Existing Cigna clients will see no changes to their coverage, provider access, account support or service arrangements, according to the company’s announcement.
Industry reporting places the affected membership at fewer than 100,000 people, a fraction of UnitedHealthcare’s broader 30 million commercial and individual plan members. Health and Protection reported that most client transitions would occur between November 2026 and summer 2027, with both parties focused on continuity for those who elect to move to Cigna products. The deal reflects broader repositioning across the international private medical insurance sector as providers refine their portfolios.
Wendy Sherry, chief executive officer of Cigna Healthcare International Health Global Health Benefits, said in the announcement, “The decision of UHC Global to exclusively endorse GHB reflects the strength of our expertise, our exceptional service, and the value we deliver to clients and customers.” She added, “This agreement provides a clear pathway forward for UHC Global clients and broker partners. We look forward to working closely with the UHC Global team to ensure a thoughtful, well-managed experience while earning the trust and confidence of UHC Global clients and brokers through our deep commitment to meeting the evolving needs of their globally mobile workforces.”
Baker McKenzie advised Cigna Global Health Benefits on the transaction, the law firm stated in its own release. The firm’s role centered on legal counsel for the endorsement agreement and related structuring. Such advisory work frequently involves navigating regulatory considerations across multiple jurisdictions where the clients operate.
The international health benefits market continues to evolve as employers seek seamless support for cross-border workforces amid shifting geopolitical and economic conditions. Cigna’s strengthened position aligns with rising demand for specialized solutions that address compliance, network access and personalized navigation in diverse healthcare systems. Both organizations have committed to supporting clients through the transition period to minimize disruption.
