Kuwait Times reported that on August 30, 1990 Amir Sheikh Jaber Al-Ahmad Al-Sabah signed a decree establishing the interim headquarters of the Kuwaiti government in Saudi Arabia following the Iraqi invasion. The session was boycotted by Iraq, Tunisia, Sudan, Yemen, Mauritania, Jordan and the Palestine Liberation Organization. The gathering highlighted deep divisions within the Arab League over how to respond to the invasion that had drawn widespread international condemnation.

Kuwait and Jordan signed a 1.25 billion dollar agreement in 2012 as Kuwait’s portion of a five-year Gulf Cooperation Council grant package to Amman, Kuwait Times stated. The funding supported Jordan’s economic stability and reform programs at a time of regional upheaval following the Arab Spring. A 2012 assessment by the World Bank placed the full GCC pledge at five billion dollars shared among member states to bolster Jordan and Morocco. The deal reflected Kuwait’s consistent use of financial diplomacy to strengthen bilateral ties across the region.

The newspaper highlighted that in 2016 UNICEF commended Kuwait for delivering 45 million dollars in assistance to Syria between June 2015 and June 2016. Kuwait ranked as the largest donor to the agency for Syrian relief since the conflict began in 2011, according to UNICEF figures cited in the report. This contribution aligned with Kuwait’s hosting of international pledging conferences that raised billions for Syrian humanitarian needs.

In 1986 a new cracking unit opened at the Al-Ahmadi Refinery as phase two of a broader modernization project, according to the Kuwait Times historical summary. The upgrade enhanced Kuwait’s domestic refining capabilities during a period of expanding oil production. Kuwait Airways took delivery of an Airbus A320neo aircraft named Kadhma in 2019 as the national carrier pursued fleet renewal, Kuwait Times reported. The acquisition formed part of a larger order aimed at modernizing the airline’s narrow-body fleet with more fuel-efficient models. The delivery occurred amid efforts to expand route networks and improve service standards following earlier operational challenges.
