UAE Ministry Reforms Healthcare Licensing for Faculty and Nursing Graduates

The UAE Ministry of Health and Prevention announced changes allowing faculty members at medical universities and colleges to obtain professional licenses for clinical practice within licensed healthcare facilities. The decision covers physicians and other health professionals employed in academic institutions and resulted from coordination with the Ministry of Higher Education and Scientific Research along with the Ministry of Human Resources and Emiratisation. A review of existing legislation found no legal barriers to such practice provided qualifications and experience standards are satisfied, according to the ministry.

Authorities simultaneously removed the prior mandate requiring six months of post-graduation experience for graduates seeking licenses in selected roles. The exemption applies to registered nurses, assistant nurses, medical laboratory technicians and technologists, respiratory care technicians and healthcare assistants. The ministry stated in a release that the adjustment will accelerate workforce entry while keeping licensing standards aligned with labour market needs.

These regulatory reforms form part of a sustained push to modernise the licensing framework and tighten connections between academic training and clinical service delivery. The ministry noted that faculty can now integrate practical work without abandoning teaching responsibilities, subject to scheduling that avoids conflicts. Coordination among the three ministries ensures the updates support both educational quality and sector expansion.

World Health Organization figures project a global health workforce shortfall of 11 million by 2030, with nursing shortages prominent across the Eastern Mediterranean region that includes the UAE. A 2026 review of nursing workforce challenges in Gulf Cooperation Council countries identified recruitment, retention and entry barriers as persistent issues that such licensing adjustments aim to address. The UAE has expanded its healthcare infrastructure in recent years to meet demands from population growth, medical tourism and diversified service offerings.

The reforms permit academic staff to contribute directly to patient care in public and private settings across the country. This integration is expected to improve knowledge transfer from education to practice and enhance training opportunities for students and residents. Facilities stand to gain additional qualified professionals under the updated rules.

All exempted graduates must still meet core licensing criteria, including qualification verification and any mandated assessments, the ministry emphasised. The ministry said in a statement, “These updates support a more flexible, efficient licensing system while maintaining the highest standards of quality and patient safety.” Similar streamlining steps have been introduced progressively to reduce administrative hurdles in the health sector.
