The Non-Profit Sector Development Centre released the Government Services Outsourcing Guide to serve as a practical reference that strengthens non-profit organisations’ ability to compete for service delivery contracts under Vision 2030, according to a report in Okaz on July 21, 2026. The document contains seven main modules that address the outsourcing framework, service selection criteria, handling of tender documents, preparation of technical and financial proposals, enabling tools, implementation phases, project management and quality assurance. It also supplies practical models and templates intended to raise operational readiness among participating entities.

The Centre explained that the guide aims to raise institutional, technical, and financial capabilities of non-profits, enabling stronger partnerships with government entities and improving service quality for communities. Target users encompass board members, executives, programme managers, governance specialists, compliance officers, auditors and legal advisers. Such focused capacity-building supports broader efforts to expand the non-profit sector’s role in public service provision.

This release forms part of the Government Services Outsourcing Programme, a Vision 2030 initiative that shifts delivery of certain community services from government agencies to non-profits through contractual arrangements, the Centre stated. Covered activities include awareness campaigns, healthcare services, community initiatives and afforestation projects. Sovereign, regulatory and internal government functions are explicitly excluded from the outsourcing framework.

Vision 2030 targets call for the non-profit sector’s contribution to gross domestic product to increase from less than one percent to five percent, according to the official Vision 2030 platform. The National Center for Non-Profit Sector Strategy recorded that volunteer numbers exceeded 1.2 million by 2024, reaching the one-million target six years ahead of schedule. These milestones reflect sustained progress in expanding the sector’s social and economic impact.

The number of non-profit organisations grew strongly from around 2,500 six years earlier to a significantly larger total by 2024, a Consultancy-me analysis found. The sector recorded more than 100 billion Saudi riyals in impact during 2024 and advanced two years ahead of schedule toward its GDP goal, the Saudi Press Agency reported. Regulatory reforms introduced since the Centre’s establishment have supported this expansion.

The National Center for the Development of the Non-Profit Sector was created by Cabinet resolution to organise the sector, integrate licensing and supervision functions, and increase coordination among stakeholders, the Ministry of Human Resources and Social Development website states. Its vision positions the non-profit sector as an active contributor to social and economic development. The outsourcing guide constitutes one instrument for realising that objective.

A KPMG assessment of Saudi Arabia’s non-profit sector highlighted its growing importance in promoting community engagement and addressing social issues in line with Vision 2030 priorities. Professionals at non-profits are expected to utilise the guide’s modules to navigate procurement, maintain compliance and execute contracts effectively. The Centre continues to develop additional resources to sustain momentum in the outsourcing programme.
