The Ministry of Labour published Ministerial Decision No. 50 of 2026 in Official Gazette Issue No. 15 amending provisions of the 2015 Wage Protection System regulation that governs payments for workers under Labour Law No. 14 of 2004. Under the revised Article 2 wages for employees paid on a monthly or annual basis become due on the first day of each calendar month while employers must complete the transfer to the worker’s account at a Qatar financial institution via the WPS within seven days. Wages for all other workers become due on the first day of every two-week period with the same seven-day transfer obligation applying according to the ministry’s text.
The amendment which took effect the day after its publication standardises timelines that previously left the precise due date open to interpretation. A Deloitte analysis titled Qatar Amends Wage Protection System Regulation underscored how the fixed points reduce ambiguity for both employers and employees in the private sector. Non-compliance with the updated WPS rules can trigger administrative penalties sanctions on company transactions and reputational damage with the labour authorities.
Qatar introduced the Wage Protection System in 2015 as an electronic monitoring tool to verify that employers pay wages on time and in full to the worker’s local bank account. The latest change forms part of broader labour modernisation efforts that include Law No. 9 of 2026 which updated the overall labour framework to strengthen compliance and market flexibility according to a CRS consultants assessment issued in September 2026. Employers operating in the country must now align payroll calendars with the new due dates to avoid violations that could interrupt business operations.
The Ministry of Labour Decision updates references from the former Ministry of Labour and Social Affairs to the current Ministry of Labour reflecting organisational changes since the original 2015 text. Private sector entities which employ the majority of Qatar’s expatriate workforce need to review internal processes for salary calculations WPS submissions and record-keeping. EY tax news noted that the revisions require immediate attention to payroll controls to meet the seven-day transfer deadline from the newly defined due dates.
Implementation falls to all competent authorities within their jurisdictions as stated in the decision published by the Ministry of Justice. The WPS platform has served as a key mechanism for protecting worker rights in a labour market where timely payments have long been a regulatory priority. Sultan Al-Abdulla & Partners in an October 2026 briefing advised companies to update their compliance programmes to reflect the standardised schedules now in force.
The amendment leaves intact the core requirement that wages reach dedicated local accounts through the WPS rather than through cash cheques or overseas transfers. Officials have not announced additional enforcement measures alongside the timeline clarification but the ministry continues to monitor system usage across registered employers. Companies that fail to meet the new deadlines risk suspension of their WPS access until full rectification occurs.
