Najran Municipality has stressed the need for owners to regularise old buildings lacking construction permits or supporting licence documents before renovation permits can be issued. According to municipal officials, verification by an accredited engineering office that a structure predates the archiving of licence records and complies with current building regulations will result in the issuance of a corrective construction licence without penalties for building without a permit. Buildings constructed after the archiving period face additional verification steps to locate records or confirm compliance details, the municipality reported. This framework allows for targeted handling based on the age and status of each property.

If no licence data can be found within the specified search period and municipal records show no previous violation notices, the municipality directs beneficiaries to the “Correct Existing Building Status” service on the Baladi platform. Following the correction of any structural or regulatory violations identified during review, a construction licence will be issued without the imposition of penalties. The municipality emphasised that these procedures are intended to resolve the status of longstanding buildings, simplify services for residents and increase overall compliance with municipal rules.

The announcement aligns with national initiatives to modernise municipal services and regulate construction activities across Saudi Arabia. Ministry of Municipalities and Housing figures show more than 34,000 building permits were issued nationwide in the first half of 2026. The ministry has noted that upgrades to the licensing system and greater use of digital solutions on the Baladi platform have simplified procedures, accelerated processing and improved coordination among government entities.

Baladi functions as the central digital portal for building-related transactions, including permit applications, data corrections and restoration requests, enabling many processes to be completed electronically. Government service descriptions indicate that such platforms support broader digital transformation goals under Saudi Vision 2030 by reducing administrative burdens and enhancing transparency in the real estate and construction sectors. Comparable correction services in other Saudi municipalities have handled thousands of similar requests in recent periods, according to available municipal statistics.

For qualifying older structures in Najran, the process requires confirmation of age and regulatory adherence prior to licence approval. The municipality’s guidance encourages timely engagement with the Baladi service to facilitate future maintenance or renovation work on affected properties. Officials have positioned the drive as a practical step toward updating municipal records while upholding safety and planning standards.
