The statute will govern all civilian staff at Ajman government bodies and fill gaps for top executives lacking tailored guidelines. Implementation will fall under the oversight of the Department of Human Resources, which receives expanded mandates to refine policies and ensure seamless rollout.
The department will track regulatory updates, verify conformity across entities and extend expert guidance where required. It will further hold rights to examine workforce information, circulate instructions and liaise with partners to secure competent staff for strategic ventures, according to the newspaper. These authorities position the body as central to the law’s success in transforming administrative practices.
Provisions for adaptable employment stand out as a core innovation. Remote assignments can occur inside the UAE or in foreign locations while flexible timetables and customised daily structures respond to entity-specific priorities. Such options mark a departure from traditional fixed schedules prevalent in public administration.
Special accommodations target particular employee groups to advance equity. Reduced shifts await those with at least five children aged under 18 years old. Expectant mothers and nationals with disabilities gain additional protections designed to foster an inclusive professional setting, the report stated.
The emirate-level measure complements federal advancements in public employment rules. Federal Law by Decree No. 49 of 2022 on Human Resources in the Federal Government established fresh employment models suited to contemporary demands, the Federal Authority for Government Human Resources has said. That decree has guided similar updates across emirates since its introduction in 2023.
Gulf Business noted on the same date that the law adds fresh leave types including family-related provisions alongside the working adjustments. These steps continue a pattern of reforms seen in the UAE public sector over recent years that have emphasised employee welfare and institutional agility.
